Once you get there, you only need level 33 magic to cast the spell of Telekinetic grab.
The tower has 2 levels and you need to have a total level 500 in order to access the top level. Head north from Falador to enter the Chaos Temple.
You need to have a Zamorak monk top, a Zamorak monk bottom, Law runes and Staff of air to complete this.
